пол. пропорциональная избирательная система (избирательная система, основанная на подаче голосов за список кандидатов, принадлежащих какой-л. политической партии, движению или другому общественному объединению; сколько эта партия, движение или объединение наберет процентов голосов избирателей, столько оно может провести в парламент своих кандидатов, места которых в избирательном списке строго иерархизированы, т. е. если какое-то избирательное объединение получило право представить одного кандидата в парламент, им становится номер один в избирательном списке, если двух, то — номер один и номер два и т. д.; в отличие от мажоритарной, пропорциональная система отражает не только интересы большинства населения: парламент, в котором представлены различные партии, но в разном объеме, довольно точно отражает расстановку политических сил в стране; однако такой парламент является менее эффективно работающим органом, чем парламент двух или чуть более партий, формируемый на основе мажоритарной избирательной системы; для того чтобы облегчить использование пропорциональной системы устанавливается барьер, отсекающий малые партии от распределения депутатских мандатов: обычно теряют право на такое распределение партии, набравшие до 5 % голосов избирателей)
